It may be specific to a given point in time of the development of an organization, such as expanding into new market verticals or geographies. Finally, it may vary according to different audiences or intermediaries.

It helps to make implicit expectations, desires and, ideally, biases, explicit so that they can be examined, debated and ultimately agreed upon.
